Last updated: October 2026. Applies to Tax Year 2026 and the changes made by the Finance Act 2026.

Most people think they become a filer the moment they press "submit" on their return. Actually, you're only treated as a filer once your name shows up on FBR's Active Taxpayer List (ATL). Here's how to check ATL status in Pakistan: open FBR's official ATL check page or log in to IRIS, type your CNIC without dashes (or your NTN for a firm), and read the result.

If your name is missing, the reason is usually simple. The list may not have refreshed yet, the return may still be a draft, or it may have been filed late without the surcharge being paid. Below, we show you how to find out which one applies to you and what to do next.

This article was prepared by the tax and corporate team at My Law Associates, led by Mr. Faisal Mehmood, FPA, who has 17 years of experience in audit, income tax and sales tax work. Our firm has handled FBR matters for individuals and businesses from our Lahore office since 2010.

The short answer: how do I know if I'm on the ATL?

Go to FBR's "Check Active Taxpayer Status" page or log in to IRIS. Choose income tax, type your 13-digit CNIC without dashes (use the NTN for an AOP or company), fill in the captcha and search. "Active" means you're on the list as a filer. "Inactive" means you're not on the current list and need to act.

What you needHow long it takesWhat you get
CNIC (individuals) or NTN (AOPs and companies), internet access, FBR's official page or IRIS loginAbout a minute to check; a few days to a few weeks to fix a problem, depending on the causeYour status (Active or Inactive), which affects how much tax is deducted on bank, property and vehicle deals
Deadline alert: FBR extended the Tax Year 2026 return deadline from 30 September to 15 October, and then to 31 October 2026, under Section 214A of the Income Tax Ordinance 2001 (FBR's extension to 31 October 2026). That's this Saturday. If you haven't filed yet, filing now avoids the ATL surcharge.

How to check ATL status in Pakistan (step by step)

The safest way is FBR's own ATL tool or your IRIS account. Both are free and take about a minute.

Step 1: Open FBR's official page

Go to FBR's Active Taxpayer List download page. It links to the "Check Active Taxpayer Status" tool and also lets you download the full list. When we checked, the page showed the income tax ATL as updated on 26 October 2026. If you already have an IRIS login, you can check from inside your account instead.

Step 2: Pick the right search type

Choose "Income Tax" as the list type. Then choose what you'll search with:

  • Salaried people, sole proprietors and freelancers: your CNIC (the 13-digit number on your national ID card).
  • AOPs and partnership firms: the firm's NTN (National Tax Number, your tax ID with FBR).
  • Private limited and SMC companies: the company's NTN.
  • Foreign nationals: the tool may offer a passport or registration number option.

Step 3: Enter the number without dashes and fill in the captcha

Type your CNIC as 13 digits with no dashes or spaces. This is the most common reason people get a false "not found." Then type the captcha, which is the short code that proves you're a person and not a bot.

Step 4: Read the result and save a screenshot

Take a screenshot showing your name, CNIC or NTN, status and the date. Banks, property dealers and excise offices sometimes ask for proof, so having it ready saves a trip.

Can you check ATL status by SMS?

Yes, FBR has offered an SMS check for years. Many guides mention sending "ATL" followed by your CNIC to 9966. SMS formats can change, though, so confirm the current short code and format on FBR's website before you rely on it. Keep the reply message as extra proof.

What do Active, Inactive and Not Registered mean?

  • Active: you're on the current ATL. Lower withholding tax applies to you on many transactions.
  • Inactive: FBR knows you, but you're not on the current list. Usually the return is missing, late without surcharge, or not yet picked up.
  • Not registered / no record: FBR can't match the number. Either the number was typed wrong, or you don't have an NTN yet.

Is it safe to use third-party ATL checker websites?

We don't recommend it. Use only fbr.gov.pk and iris.fbr.gov.pk. There's no reason to type your CNIC into an unknown site, and you should never share an IRIS password or OTP (the one-time code sent to your phone) with anyone you haven't hired.

How to check ATL status in Pakistan (step by step)

How does the ATL actually work?

The ATL is FBR's official list of people and businesses counted as active filers. It's based on whether you filed your income tax return for the latest tax year on time, or paid the surcharge if you filed late.

It works a bit like a guest list at a wedding hall gate. You may have been invited, but the guard only lets you in if your name is printed on his sheet. Banks, property registrars and excise offices are the guards. They check the list, not your receipt.

A few points about how the list is built:

  • It refreshes weekly. FBR updates the list once a week, so a return filed on Monday won't show up on Tuesday. Some blogs name a fixed day, but we'd simply say "weekly" and check FBR's page for the latest update date.
  • A new annual list follows the deadline. The timing of the yearly ATL is set by FBR's rules and notifications, and it moves when the deadline is extended. Follow the latest FBR notification for the exact date.
  • AJK and Gilgit-Baltistan taxpayers are now included. Earlier in 2026, FBR amended the Income Tax Rules 2002 to add them to the ATL.

Why is my name not showing in the ATL after filing?

In most cases, your name isn't showing because the weekly update hasn't happened yet, the return was saved but never submitted, or you filed late and haven't paid the surcharge. Use this table to match what you see with the likely cause.

What you seeLikely causeFixExtra cost

Is a filed return always an accepted return?

No. A draft in IRIS is not a filed return, and it doesn't produce an acknowledgement. If you can't download an acknowledgement for the tax year, FBR doesn't treat the return as submitted. We see this often with people who filled in everything in one sitting and closed the browser before the final submit.

Does filing this year's return fix a missing return from last year?

The ATL looks at the latest tax year, so a timely Tax Year 2026 return is what counts for this list. A missing Tax Year 2025 return is a separate problem, though. It can still lead to notices and penalties, so we'd file it too rather than leave it open.

What is the ATL surcharge in Pakistan for 2026?

The ATL surcharge is a fixed amount a late filer pays under Section 182A of the Income Tax Ordinance 2001 before FBR adds them to the ATL. The Finance Act 2026 raised it sharply, as reported by Dawn (Dawn report on the Finance Act 2026-27 ATL surcharge increase).

Taxpayer typeBefore Finance Act 2026From Finance Act 2026
Individual (salaried, sole proprietor, freelancer)Rs1,000Rs25,000
AOP / partnership firmRs10,000Rs50,000
Company (SMC or private limited)Rs20,000Rs100,000

For an individual, that's a jump from a small fee to a real cost. Honestly, this change alone is the best reason to file before the deadline this year.

Is the ATL surcharge the same as the late filing penalty?

No, they're two separate charges. The Section 182A surcharge gets you onto the ATL. The Section 182 penalty is a fine for filing late, and FBR can charge it on its own. Paying one doesn't settle the other. The penalty amount depends on your case, so ask us before you assume it doesn't apply.

Filing on time vs filing late: what changes?

Filed by 31 October 2026Filed after 31 October 2026
ATL surchargeNot neededMust be paid before you're added
Section 182 penaltyNot applicable for late filingMay be charged separately
When you appear on the ATLOn the list that follows the deadline, per FBR's notificationOnly after the surcharge is paid and the weekly update runs
Refunds and lossesNormal rules applySection 182A limits refunds while off the ATL and the carry-forward of business losses

How do I become a filer again?

To become a filer again, file the missing return in IRIS, pay the ATL surcharge through a PSID if you filed late, keep the receipts, and check the list after the next weekly update. Here are the steps in order.

  1. Log in to IRIS and check your profile. Your CNIC, mobile number, email and address should all be correct.
  2. File the return for the correct tax year. For most people right now, that's Tax Year 2026 (income from 1 July 2025 to 30 June 2026).
  3. Submit it and download the acknowledgement. No acknowledgement means no filed return.
  4. If you filed late, generate a PSID for the ATL surcharge in the payment section of IRIS. A PSID is the payment slip number that tells the bank what you're paying for.
  5. Pay the PSID through your bank, online banking or mobile banking. Save the CPR, which is the payment receipt FBR's system issues after payment.
  6. Wait for the next weekly update, then check your status again on FBR's page.
  7. Save your proof: the screenshot, the acknowledgement and the CPR.

If your profile has a CNIC or NTN mismatch, step 1 is where things usually go wrong. Our filer and income tax return services cover the full process, from fixing the IRIS profile to filing and surcharge payment.

Is there an undertaking option for individuals?

There have been reports of an undertaking route for some individuals, including a draft form discussed in October 2026. The reports don't agree with each other, and we haven't seen a final FBR notification that settles it. Don't plan around it until it's confirmed. Call us and we'll tell you where it stands.

Is "late filer" still a separate status?

Some firms report that the Finance Act 2026 removed the separate "late filer" category. We haven't confirmed this from an official FBR source. In practice, what matters to a bank or registrar is simple: is your name on the ATL or not?

What happens if I stay off the ATL?

If you stay off the ATL, you're treated as a non-filer. That means higher withholding tax on many everyday deals and tighter limits on some transactions.

Withholding tax (also called advance tax) is tax taken at the time of a transaction. When you're off the list, more is deducted on things like:

  • Certain bank transactions and profit on savings
  • Buying or selling property
  • Registering or transferring a vehicle

The exact rates change with each Finance Act, so check the current rate for your transaction with us. Under Section 182A, a person off the ATL also can't get an income tax refund during that time. For a business, losing the right to carry forward a loss can cost more than the surcharge itself.

Common mistakes we see, and how to fix them

Most ATL problems we handle come from a handful of small slips. Here they are, with the fix for each.

MistakeWhat happensFix
Saving a draft and not submittingNo acknowledgement, no ATLSubmit and download the acknowledgement
Filing the wrong tax yearCurrent year still shows as missingFile for the correct tax year
Typing CNIC with dashes"No record found"Use 13 digits only
Checking the day after filingShows Inactive and causes panicWait for the next weekly update
Paying the surcharge but checking too soonStill InactiveKeep the CPR and recheck after the update
Old CNIC, NTN or mobile details in IRISProfile mismatch or missed FBR messagesUpdate the IRIS profile
Using unofficial checker sitesPrivacy risk, sometimes outdated dataUse fbr.gov.pk or IRIS only

How long should I wait before escalating?

Give it at least one weekly update after filing or paying the surcharge. If your name still isn't there after a second update, it's time to escalate.

What proof should I gather?

  • Screenshot of the ATL result with the date
  • IRIS acknowledgement for the return
  • PSID and CPR receipt, if you paid a surcharge
  • SMS reply, if you used the SMS check

Where do I raise the problem?

You can raise it with your Regional Tax Office (RTO), which is your local FBR office, or through FBR's complaint channel. Take your proof with you. Profile mismatches are often fixed at the RTO level.

If FBR has sent you a notice along with the ATL problem, it's worth getting help. Our team represents clients before field tax authorities and FBR. Our tax notice and representation services cover replies, hearings and appeals. We can't promise an outcome, but we can make sure your case is filed properly and followed up.

How do I stay on the ATL every year?

File before the deadline, submit fully, download the acknowledgement and check the list one to two weeks later. That habit prevents nearly every problem in this article.

A simple yearly calendar

  • 30 June: the tax year ends.
  • July to September: gather documents and file once the return form is live in IRIS. The normal deadline is 30 September unless FBR extends it.
  • One to two weeks after filing: check your ATL status and save a screenshot.
  • Any time your details change: update your IRIS profile.

Pro tips from our team

  • Set a phone reminder for 1 August. Filing early leaves time to fix mistakes.
  • Keep a folder with each year's acknowledgement and ATL screenshot.
  • Check the status for yourself, your firm and your company separately. They're different entries on the list.

Frequently Asked Questions

How do I become a filer again?

File the missing return in IRIS, pay the ATL surcharge through a PSID if late, and keep the CPR receipt. Then check your status after the next weekly update.
