Most business owners think one sales tax number from FBR covers everything. It doesn't. In Pakistan, goods and services are taxed by different offices. That means the PRA vs FBR sales tax registration question depends on two things: what you sell, and where you sell it from.
Sell goods, and you deal with FBR. Provide services from Punjab, and you deal with PRA. Plenty of businesses do both, so they need both.
Short answer: PRA or FBR sales tax registration, which one do you need?
Register with FBR for a sales tax number (STRN) if you make, import or sell goods. Register with the Punjab Revenue Authority (PRA) if you provide services from an office or place of business in Punjab. If you sell goods and services together, you need both registrations. Each one has its own monthly returns.
Key takeaways
- FBR collects sales tax on goods across Pakistan, plus services in Islamabad.
- PRA collects sales tax on services provided from Punjab.
- Your NTN or FBR STRN does not cover Punjab services. PRA needs a separate registration.
- Since July 2026, many Punjab reduced-rate services moved from 5% to 8%, with no input tax adjustment.
- Both offices expect monthly returns, even when your sales for the month are nil.
What is the difference between PRA and FBR sales tax?
FBR collects federal sales tax on goods under the Sales Tax Act 1990. PRA collects provincial sales tax on services in Punjab under the Punjab Sales Tax on Services Act 2012.
The split exists because the 18th Constitutional Amendment gave provinces the right to tax services. Punjab then set up PRA. The other provinces have their own services tax offices too: SRB in Sindh, KPRA in Khyber Pakhtunkhwa and BRA in Balochistan.
PRA vs FBR at a glance
| Point | FBR (federal) | PRA (Punjab) |
|---|---|---|
| Law | Sales Tax Act 1990 | Punjab Sales Tax on Services Act 2012 |
| What is taxed | Goods, plus services in Islamabad Capital Territory (ICT) | Services provided from an office or place of business in Punjab |
| Standard rate | 18% on goods | 16% on services |
| Registration portal | IRIS (FBR's online tax portal) | PRA e-registration portal |
| Registration ID | FBR STRN | PRA registration number (a separate STRN) |
| Returns | Monthly, on IRIS | Monthly, on the PRA portal |
| E-invoicing system | FBR digital invoicing (S.R.O 350) | PRA E-IMS (Electronic Invoice Monitoring System) |
Does FBR collect sales tax on services in Islamabad?
Yes. Islamabad Capital Territory has no provincial revenue authority. So FBR taxes services provided there under federal law. A consultancy based in Islamabad deals with FBR for its services. The same consultancy in Lahore would deal with PRA.

Which registration does my business need? (decision table)
Match your business to the closest row below. If you fit two rows, you probably need both registrations.
| Your business | Register with | Why |
|---|---|---|
| Pure service provider in Punjab (salon, clinic, consultant, agency) | PRA | Services from a Punjab place of business are provincial |
| Manufacturer, importer, wholesaler or retailer of goods | FBR | Goods are federal |
| Seller of goods that also charges for services (installation, repair, maintenance) | FBR and PRA | The goods part goes to FBR, the service part to PRA |
| Restaurant or cafe in Punjab | PRA | Food service is a taxable service in Punjab |
| Contractor providing construction services in Punjab | PRA (FBR too if you also supply goods as a registered supplier) | Construction services are provincial |
| Online seller of goods | FBR, where FBR rules require it | You are selling goods, not services |
| IT company or freelancer working from Punjab | PRA for taxable services; check how export invoices are treated | Services from Punjab fall under the Punjab Act |
| Service firm based in Islamabad | FBR | FBR taxes ICT services |
| Firm in Karachi or Peshawar serving Punjab clients | Check with your home authority and PRA | Origin and reverse charge rules decide who gets the tax |
Now let's walk through three common situations. These are hypothetical examples to show the reasoning. They are not real clients.
Scenario 1: An IT agency in Johar Town, Lahore
The goal: Say you run a small software agency in Johar Town. Some clients are Lahore businesses. Others are abroad. You have an NTN and want to invoice everyone correctly.
The options: Rely on your NTN alone. Register with PSEB (Pakistan Software Export Board) and stop there. Or register with PRA as well.
The right choice: Keep your NTN, register with PRA for services from your Lahore office, and treat PSEB as a separate step. PSEB registration relates to export benefits. It does not replace provincial sales tax registration. Invoices to foreign clients follow their own rules, so check the treatment before you charge or skip tax on them.
Why: The Punjab Act taxes services provided from a place of business in Punjab in the course of economic activity. Your income tax ID doesn't change that.
Scenario 2: A Sialkot manufacturer that also installs its machines
The goal: Picture a Sialkot company that makes industrial equipment. It sells the machines and charges a separate fee to install them on site.
The options: Register only with FBR, since it's a manufacturer. Or register with both FBR and PRA.
The right choice: Both. The machine sale is a supply of goods, so it falls under FBR. The installation fee is a service provided from Punjab, so it falls under PRA.
Why: Charging everything on one FBR invoice is one of the most common errors with mixed businesses. Keep the goods and service amounts separate on your invoices, and file both returns.
Scenario 3: A restaurant in Gulberg
The goal: Say you open a restaurant in Gulberg. Most customers pay by card.
The options: Register with FBR because you "sell food". Or register with PRA.
The right choice: PRA. Serving food in a restaurant is a service in Punjab. You also need to watch the 2026 changes. News reports in July 2026 said restaurants, cafes and food outlets taking card payments were among those moved to the higher reduced rate. Banks and payment companies were also made collecting agents on digital payments for listed services.
Why: Your invoicing system must show the correct current rate. Your records must also match the tax the bank has already taken.
What if I sell services across provinces?
The province that gets the tax depends on where the service is provided from and where the client is. Under the Punjab Act, a provider in another province who charges tax to Punjab-based clients may have to pay it to the Punjab Government under origin and reverse charge rules. These rules interact with SRB, KPRA and BRA laws, so get advice before you invoice.
Does an NTN or FBR STRN cover PRA registration?
No. Your NTN is your income tax ID with FBR. Your FBR STRN covers federal sales tax. Neither one covers sales tax on services in Punjab.
What is the difference between NTN, STRN and a PRA number?
- NTN (National Tax Number): Your income tax identity with FBR. You need it before anything else. If you don't have one yet, see our NTN registration and filer services.
- FBR STRN (Sales Tax Registration Number): Lets you charge and file federal sales tax on goods.
- PRA registration number: Lets you charge and file Punjab sales tax on services. PRA issues it separately.
Does FBR digital invoicing replace PRA E-IMS?
No. FBR digital invoicing under S.R.O 350 covers goods and ICT services. PRA's E-IMS links invoices from certain Punjab businesses to PRA. They are two separate systems. An FBR e-invoice does not settle a Punjab services obligation.
We run our own FBR-compliant Digital Invoice and POS system, integrated with FBR under S.R.O 350, and we offer a free demo. If you also fall under PRA E-IMS, ask our team what your setup needs on the PRA side.
Is there a turnover threshold for PRA registration?
The Punjab Act does not set a general turnover limit for services. Section 25 says every person providing taxable services in Punjab must register. Since the Punjab Finance Act 2025, all services are taxable, not only those named in the Second Schedule (the Act's list of services and rates).
Some websites quote a turnover threshold for PRA. We could not find one in the Act's wording, so we don't rely on it. Your case may have special facts, such as an exemption or a special rate. Confirm with PRA or with our team before deciding not to register.
FBR works differently. Importers register from the start. Manufacturers register once they cross the turnover limit in the latest FBR notification.
What are the sales tax rates in 2026-27?
The standard rate is 18% on goods (FBR) and 16% on services in Punjab (PRA). Several Punjab services carry other rates.
| Item | Rate | Input tax adjustment |
|---|---|---|
| Goods, standard federal rate (FBR) | 18% | Allowed, within FBR rules |
| Punjab services, standard rate | 16% | Allowed, within PRA rules |
| Punjab reduced-rate services (from July 2026) | 8% (was 5%) | Not allowed |
| Telecom services in Punjab | 19.5% | As per PRA rules |
| Carriage of goods by rail or road in Punjab | 15% | As per PRA rules |

Can I claim input tax on reduced-rate services?
No. Input tax is the sales tax you paid on your own business purchases. Output tax is the tax you charge customers. In Punjab, you cannot claim input tax against reduced-rate or zero-rated services. Many businesses lose money by charging 8% and then claiming input tax as if they charged 16%.
How do I register with PRA online, step by step?
You apply online on PRA's e-registration portal using Form PST-01, after getting your NTN. The steps are:
- Get your NTN first. PRA pulls many of your details from FBR records. Without an NTN, you can't move forward.
- Gather your documents. See the checklist below.
- Open the PRA portal at reg.pra.punjab.gov.pk and choose the registration type: Voluntary, or Notice/Compulsory if PRA has written to you.
- Verify your phone and email. PRA sends codes to both.
- Fill in Form PST-01. Check the business address, nature of service and bank details carefully.
- Wait for verification. If PRA approves, you get your registration certificate. If it rejects the application, PRA tells you the reasons.
- Start invoicing with your PRA registration number on every service invoice.
PRA's official FAQs point to the Registration and Deregistration Rules 2012 for the full forms and conditions. One tip: PRAL is a government IT company that builds tax portals. It is not PRA, so don't confuse the two when you look for help.
If PRA has already sent you a compulsory registration notice, act quickly. The notice gives a limited time to respond.
How do I get STRN registration with FBR?
You apply for an FBR STRN through IRIS, using an active NTN. The usual path is:
- Log in to IRIS with your NTN.
- Submit the sales tax registration application (Form 14).
- Add business details, premises and bank account information.
- Complete biometric verification as FBR requires.
- Once approved, your STRN appears in your IRIS profile.
Our sales tax registration and return services cover both FBR and provincial registration, so one team handles the whole process.

How and when do I file monthly sales tax returns?
Both PRA and FBR expect a return every month. PRA returns are generally due around the middle of the following month. FBR returns on IRIS fall a few days after that. Confirm the exact dates on each portal, since they can change.
PRA return and payment
You file the monthly PRA return on the PRA portal. One firm source reports this as Form PST-03, so check the current form on the portal. You pay the tax through a PSID (a payment slip ID used to pay at a bank).
FBR return on IRIS
The federal sales tax return is filed on IRIS. You declare output tax, adjust eligible input tax and pay the balance.
Do I file if I had no sales?
Yes. File a nil return. If you miss returns, PRA can mark you inactive. PRA also keeps an Active Taxpayer List of registered people who file. Being dropped from it causes trouble with customers who check your status.
A few habits help:
- Put both monthly deadlines in your phone calendar.
- Re-check the Second Schedule every July, after the Punjab Finance Act.
- Keep one trusted person in charge of portal passwords.
- Keep sales tax records for the full period the law requires.
What changed in sales tax on services in Punjab from July 2026?
Three changes matter most: a higher reduced rate, banks collecting tax on card payments, and stricter E-IMS and active taxpayer rules.
- Reduced rate up to 8%: The Punjab Finance Act 2026 raised the reduced rate on many services from 5% to 8%, still without input tax adjustment. The ProPakistani report on the 8% PRA rate also covered architectural services, warehouses and cold storage, and said businesses should update their invoicing systems.
- Banks as collecting agents: A July 2026 notification, as reported, made banks and payment companies collecting agents on digital payments for listed services. A collecting agent takes the tax out of a payment before it reaches you.
- E-IMS and penalties: New E-IMS penalties and active taxpayer rules were also reported for 2026-27. Check PRA's latest notifications for the exact terms, and make sure your invoicing setup and monthly filing are in order before PRA asks.
If these changes affect your rate or your invoices, our team can review your services against the current Second Schedule. You can request a call back or a free quote through the My Law Associates website.
Frequently Asked Questions
Can I register with PRA without an NTN?
No. PRA uses your FBR records, so you need an active NTN first. If you don't have one, start with our NTN registration service and then apply to PRA.
Can one business have both an FBR STRN and a PRA registration?
Yes. A business that sells goods and also provides services in Punjab usually holds both. It files a monthly return with FBR on IRIS and a separate monthly return with PRA.
Do freelancers in Lahore need PRA registration?
It depends on the services you provide and who your clients are. Services from a place of business in Punjab fall under the Punjab Act. Export invoices to foreign clients follow their own rules, so check your case before you register or invoice.
Should I charge 16% or 8% on my services?
It depends on where your service sits in PRA's Second Schedule. The standard rate is 16%. Many listed services carry the 8% reduced rate from July 2026, but without input tax adjustment.
What happens if I provide services in Punjab but don't register with PRA?
PRA can send you a compulsory registration notice. Penalties under the Punjab Act may also apply. Responding on time and registering properly is the safest path.
Does registering with PSEB replace PRA registration for IT companies?
No. PSEB registration relates to IT export benefits. It is a separate step and does not cover provincial sales tax on services.
Can My Law Associates handle both FBR and PRA registration?
Yes. Our sales tax services cover FBR STRN, PRA registration and monthly returns. We also handle KPRA, SRB and BRA returns for businesses in other provinces.
